Uganda: UPDF and Police denied of holding Sam Mugumya, political activist who was kidnapped in last 3 weeks.
It’s been near three weeks, the political activist kidnapped by unidentified people, the kidnap that occured on 26th August 2025, in Mbarara. The kidnappee, Sam Mugumya has been confidential ally of opposition leader Dr Kizza Besigye.
Before the court , Col Rtd Edgar Musasizi , the Director of Civil Affairs at the Ministry of Defence and Veteran Affair, stated that thorough searches had been conducted in all detention facilities under the Chief of Defence Forces and the Directorate of Defence Intelligence and Security.
“I do satisfy and return that Sam Mugumya has not at any material time been in the custody of the respondents in this matter,” Lt. Col. Musasizi said in the sworn affidavit dated September 11, 2025.”
Both UPDF , the Uganda People’s Defence Force and Uganda Police, had denied of holding Sam Mugumya in any of their custody or prison.

Despite the government security agencies denying to know anything about Sam’s kidnap, the human right defenders and political activists especially the ones from opposition, they insist that Mugumya was kidnapped by plainclothes security operatives in Mbarara , August 26, but government remain saying nothing they have to do with the kidnap.
However, the Mugumya’s family lawyer demanded the court to compel the security agencies to announce Sam Mugumya dead or live, and that the proceedings will go on until.
