Rwanda, Muhanga district : Rugendabari sector’s Land Manager,Ildephonse Ndacyayisaba has been arrested for embezzlement of public funds.
Ndacyayisaba ,a land manager in Rugendabari Sector, the news continues to spread saying that he has been arrested, accused of embezzling public funds
As the Umuseke announced , that public servants who was previously in charge of land services in Kibangu Sector before being transferred to Rugendabari where he was apprehended, had been issuing and cashing various cheques signed by the Executive Secretary of the Sector.
Reports indicate that he deposited this money in the bank without providing explanations or the required supporting financial documents (accounting records).
The fraud was discovered during an audit of Muhanga District employees, which revealed that more than 2 million Rwandan francs had been registered under Ndacyayisaba Ildephonse’s name. When asked to provide explanations, he failed to do so.
Sources say that after the Executive Secretary of Kibangu Sector, Valérie Mukamutali, and the Sector’s accountant were arrested, the District transferred this employee to Rugendabari Sector to prevent him from continuing to tamper with evidence.
One staff member stated: “He was practically the one running the Sector because the Executive Secretary could not take any decision without his approval.”
It is reported that the Rwanda Investigation Bureau (RIB) arrested Ndacyayisaba on the morning of Monday, September 29, 2025, at Rugendabari Sector, his current workplace.
Colleagues further noted that after the arrest of the Executive Secretary, Mukamutali Valérie, and the accountant, Munyampundu Védaste, various institutions came to conduct investigations in the Sector.
These institutions included the Prosecutor at the Intermediate Level of Muhanga, two defense lawyers for the Executive Secretary, an RIB officer, three auditors from Muhanga District, as well as the Police, according to witnesses.
It is alleged that these bodies found numerous fraudulent activities in the Sector, with no valid explanations or documentation.
