Rwanda and Morocco have taken a significant step towards strengthening their bilateral relations by signing a Bilateral Air Services Agreement (BASA) during the 42nd International Civil Aviation Organization (ICAO) General Assembly in Montreal on September 25, 2025. The agreement aims to enhance air connectivity between the two nations, facilitating easier movement of people and goods, and promoting economic cooperation. Strengthening air connectivity,the BASA is designed to foster cooperation in aviation safety, improve air travel standards, and strengthen coordination in regional and global aviation forums. Morocco’s national carrier, Royal Air Maroc, currently serves 27 African countries with approximately 600 flights per week. The agreement opens new service prospects into East Africa, aligning with Morocco’s strategy to double annual passenger numbers from 40 million to 80 million by 2030.
For Rwanda, the agreement supports the growth of its national airline, RwandAir, and the development of the future Bugesera International Airport, which is planned to have a capacity of 14 million passengers.
