Rwanda and Morocco signing the air services agreement

 

Rwanda and Morocco have taken a significant step towards strengthening their bilateral relations by signing a Bilateral Air Services Agreement (BASA) during the 42nd International Civil Aviation Organization (ICAO) General Assembly in Montreal on September 25, 2025. The agreement aims to enhance air connectivity between the two nations, facilitating easier movement of people and goods, and promoting economic cooperation. Strengthening air connectivity,the BASA is designed to foster cooperation in aviation safety, improve air travel standards, and strengthen coordination in regional and global aviation forums. Morocco’s national carrier, Royal Air Maroc, currently serves 27 African countries with approximately 600 flights per week. The agreement opens new service prospects into East Africa, aligning with Morocco’s strategy to double annual passenger numbers from 40 million to 80 million by 2030.

 

For Rwanda, the agreement supports the growth of its national airline, RwandAir, and the development of the future Bugesera International Airport, which is planned to have a capacity of 14 million passengers. This move is part of Rwanda’s broader strategy to diversify its alliances and expand its air industry network.

 

What is broader Diplomatic Context of Rwanda and Morocco?

 

This agreement reflects a growing trend of South-South cooperation within Africa’s aviation sector. Both countries seek to solidify their positions as regional hubs and enhance their role in connecting the African continent to major global air traffic flows. The implementation of the Single African Air Transport Market (SAATM) remains a strategic priority for improving internal connectivity and reducing reliance on foreign airlinnes. The countries has already started the cooperation in years before, King Mohammed VI of Morocco: Visited Rwanda in October 2016, underscoring Morocco’s commitment to strengthening ties with Rwanda.

President Paul Kagame of Rwanda too Visited Morocco in 2016, further solidifying the bilateral relationship.

 

These visits of leaders from both sides have paved the way for numerous agreements in trade, education, and infrastructure development.

 

Trade Relations: Imports and Exports

 

Trade between Rwanda and Morocco has been on an upward trajectory:

 

Rwanda’s Exports to Morocco was in 2022 $32.57 million . However,Morocco’s Exports to Rwand in 2022: Approximatelywas $4.8 million.

The trade balance indicates a significant increase in Rwanda’s exports to Morocco, reflecting growing economic ties.

 

Embassy Openings

 

Morocco in Rwanda: Opened its embassy in Kigali in April 2017.

Rwanda in Morocco: Opened its embassy in Rabat on January 15, 2020.

These embassies serve as pivotal points for enhancing bilateral cooperation in various sectors, so there no hesitation that this Air cooperation will make it easy for people’s moments from both countries, and strengthen that existing good. diplomacy.
