Kicukiro: 23-year-old herdsman arrested for allegedly committing a sexual act with a cow
The Primary Level Prosecution Authority in Kicukiro is investigating a 23-year-old man employed as a herdsman, who is accused of committing a sexual act with an animal, an offense punishable under Rwandan law.
According to information obtained, the incident occurred on December 31, 2025, in Muyange Cell, Kagarama Sector, Kicukiro District. It is alleged that the suspect waited until nightfall, climbed onto a cowshed, and engaged in a sexual act with a cow he was responsible for tending.
The act was discovered in the act by his employer, who had gone to check on him after noticing unusual behavior. The employer immediately reported the matter to local authorities, leading to the suspect’s arrest.
During interrogation, the suspect reportedly admitted to the offense, stating that he had consumed medication believed to increase sexual performance, which he claims influenced his actions.
The offense is provided for under Article 142 of Law No. 68/2018 of 30/08/2018 governing criminal offenses and penalties in general. The law states that any person who commits a sexual act with an animal commits a crime and, upon conviction, is liable to imprisonment of not less than six (6) months and not more than one (1) year.
This case is not isolated. In recent years, several similar incidents have been reported in different parts of the country, raising concern among authorities and the public.
In October 2025, a 29-year-old man was arrested in Rwamagana District, Muhazi Sector, after residents found him abusing a goat in a banana plantation. He was caught by local security officers during a night patrol and later charged with the same offense.
In July 2025, police in Rubavu District, Gisenyi Sector, detained a 34-year-old casual laborer who was accused of engaging in a sexual act with a dog. Neighbors alerted authorities after hearing unusual noises coming from the suspect’s house late at night.
Another case was recorded in March 2024 in Nyamagabe District, Gasaka Sector, where a 26-year-old man was apprehended after being found with a cow in a forested grazing area. The animal was reportedly injured, and veterinary officers were called to examine it.
Legal and social concerns
Legal experts emphasize that acts of this nature are serious criminal offenses and also constitute animal cruelty. Authorities warn that such behavior may be linked to substance abuse, mental health challenges, or misuse of performance-enhancing drugs.
The National Public Prosecution Authority has urged citizens to report any suspicious or abusive behavior involving animals and has called on employers to closely monitor workers responsible for livestock.
As investigations in the Kicukiro case continue, the suspect remains in custody pending court proceedings.
